For the Rice
- Rinse jasmine rice under cold water until clear, then simmer with water in a covered pot over low heat for 15 minutes until fluffy.
For the Beef
- Heat sesame oil over medium-high heat, add ground beef, and cook 5–7 minutes until no longer pink and golden edges appear.
- Add minced garlic and grated ginger, sauté 1 minute until fragrant, stirring to coat the beef evenly.
For the Veggies
- Toss carrots, bell peppers, and snap peas in the same pan, then stir-fry 4–5 minutes until bright, crisp-tender, and lightly charred.
For the Sauce
- Whisk soy sauce, rice vinegar, and honey in a bowl, then pour over beef and veggies; simmer 2 minutes until slightly thick and glossy.
- Divide rice among bowls, top with beef-veggie mixture, garnish with chopped green onions and chili flakes.
