- Preheat the oven to 350°F (175°C) and line a muffin tin with paper liners.

- In a bowl, mix flour, cocoa powder, baking powder, baking soda, salt, and sugar. Ensure all dry ingredients are well combined.

- In another bowl, whisk together milk, oil, and vanilla extract until well blended.

- Pour wet ingredients into dry ingredients and mix until just combined. Be careful not to overmix the batter.

- Fold in chocolate chips, ensuring they are evenly distributed throughout the batter.

- Fill muffin liners 2/3 full with batter to allow room for rising.

- Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.
